Advising management in the overall planning and structuring of the project and decision process. During the execution of the plan we help secure that the timing of events as well as the risk and stakeholder management processes support the development of the most viable project.

Full Process Ownership

We will be able to take the full ownership of the project, implementation or process improvements. We will develop a full executable plan together with the management and secure that the project is staffed with available internal resources and, where needed, external expertise.

Delivery

Rolling Stock Procurement

Vesterholm has been engaged to support the set-up of the internal project organisation including preparation of the internal and political decision process. Services included:

Elicitation of core objectives.

Initial procurement strategies, current market situation regarding market capability and risk appetite related to alternative types of contracts.

Considerations related to outsourcing of the maintenance of the new fleet.

Development of the initial structure and phases of the new program, identification of key milestones, elaboration of work break down structure related to the procurement and business case work streams.

ERTMS Bid

Management and negotiation of large ERTMS tender winning business for more than 500
m€.

Strategic advice related to capture plan and tender strategy.

Detailed capture planning on the ERTMS infrastructure and ERTMS onboard projects. Detailed analysis of the market and the most significant stakeholders. Derivation of a bid strategy to respond to the client business case leveraging from the strengths and differentiators of the supplier.

Seconded to head the Tender team for the Infrastructure bid. Overall management of the Tender / Bid team. The tender team included 40-50 specialists and project managers from six different countries.

Heading commercial negotiations for the ERTMS Infrastructure bid and responsible for the bid and negotiations phase with the customer.

Thomas Vesterholm has big four consulting and management experience. He specializes in infrastructure advisory, organization of major project initiatives, risk management, business case development, EU tenders and project finance.

Thomas has 14 + years of consulting experience within major infrastructure projects serving public as well as private sector clients.

Further, he has international management experience working on four continents within infrastructure, IT and implementation.

Through his working experience Thomas has gained extensive commercial, financial and technical acumen leveraging from a PhD in engineering, Masters courses in Finance and a BBA in organization and strategy.
